Draft Submission to Inquiry into the Protections within the Victorian Planning Framework
Council endorsed a submission made by Council officers in January into the Inquiry into the Protections within the Victorian Planning Framework.
The Submission was informed by past Brimbank submissions.
It provided responses on matters relevant to Brimbank, such as the high cost of housing; environmental sustainability and vegetation protection; delivering certainty and fairness in planning decisions for communities; protecting heritage in Victoria; and ensuring residential zones are delivering the type of housing that communities want.
Governance Report February 2022
Council considered a summary of recent Governance activity. This included a report on the exercise of delegated authority, Councillor Representatives and delegates reports from committees and records of informal meetings of Councillors.
In addition Council:
- Noted the Brimbank COVID Recovery Business Grant recipients for the 2021/2022 program
- Noted the Brimbank Community Recovery Grants 2021/2022 Program outcomes including the list of successful grants applications
- Noted an officer submission to the discussion paper titled ‘Improving the operation of ResCode – a new model for assessment’ and agreed to advise Department of Environment, Land, Water and Planning
- Noted the Brimbank City Council Submission to the Australian Human Rights Commission
Appointment to Portfolios and Committees
Council noted Councillor appointments to Portfolios following the Mayoral election in November 2021.
Council also appointed Councillor delegates to a range of committees.
Federal Election Advocacy
At its February Council Meeting, Council confirmed a range of demands of the Federal Government in the lead up to the next Federal Election.
The priorities will support local and state government efforts to build a better, stronger future for Brimbank.
Brimbank Federal Election call
- Fund the Sunshine Precinct, Superhub and Albion Station upgrades
- Fund critical infrastructure upgrades to Fix the Calder
- Declare a price on carbon pollution and other measures to combat climate change
- Drive COVID recovery outcomes, including investment in our young and vulnerable people through improved employment pathways and increased mental health support
- Get the North West City Deal moving by striking a funded agreement with all levels of government
- Protect our community from negative impacts of the Melbourne Airport Third Runway
Council agreed to work to seek election commitments from major parties on Brimbank’s priorities.
Draft Social and Affordable Housing Position Statement
Council endorsed the Draft Position Statement on Social and Affordable Housing for community consultation.
The position statement will guide Council’s efforts to encourage and support increased supply of social and affordable housing in Brimbank in the years ahead.
It outlines the various roles that Council can play to address the shortfall in supply, including advocacy, facilitation and planning. There is also a discretionary partner role that would involve contributions in the form of land or other assets.
The position statement sets out a series of pathways that are informed by current policy and practice, local research, stakeholder engagement, and opportunities arising from the Victorian Government’s Big Housing Build program.
