Public statement
Council is committed to continuously improving our services to ensure they are accessible and inclusive and meet the evolving needs of the community. Through a recent review of the Community Transport Service, Council has explored opportunities to maximise the reach and utilisation of the service to support more of the Brimbank community including those experiencing isolation and transport disadvantage.
Driven by the want to deliver a fair, inclusive, sustainable and effective Community Transport service, and informed by consultation with the community, at the Council meeting on 19 August 2025, Brimbank City Council resolved to modify the Community Transport Service to increase the access and reach of the service to targeted Brimbank communities.
This will be possible through the provision of:
- Scheduled independent shopping
- Scheduled transport to forums and committees facilitated in partnership with Brimbank City Council
- Ad-hoc transport to Brimbank City Council events, services and programs that support social inclusion and participation
- Ad-hoc Council transport to Brimbank facilities
- Making available for hire Brimbank buses and drivers for half and full day outings for identified groups
Through this decision, Council will be able to deliver a fairer, more inclusive and sustainable Community Transport Srvice that facilitates access to Council facilities, supports participation in council programs and services and reduces social isolation in alignment with what we heard from the community during our recent consultation.
Please note: There are no immediate impacts for current service users
Currently the service is limited to 2 service streams:
- Transport to shopping centres
- Senior citizens group transport
There will be no immediate changes to the Community Transport Service. Outlined below are the changes that will enable Community Transport to have greater reach across the community.
Current shopping passengers will continue to be supported with transport assistance to local shopping centres, with the frequency of this service to be increased over time and eligibility to be expanded beyond the current criteria.
Provision of transport for senior citizen group members to their groups will be phased out gradually. Current Community Transport users who receive transport assistance to their seniors’ groups will continue to receive this support under a grandfathering arrangement until such time as the passenger:
- No longer requires the service.
- Receives eligible funding and is connected to another service provider.
- Is no longer able to access or egress the Community Transport Service buses safely or independently.
We are dedicated to working closely with current service users to support their transition and with the community as we introduce new service criteria, destinations and routes.
- Navigating transport options: Brimbank’s Community Connectors will provide support to community members to navigate transport options available within Brimbank, including government funded transport and Brimbank’s Community Transport Service, ensuring residents know how to access appropriate services and they are the right fit and suitable for their individual needs.
- Supported transition: As we work to implement the vision for our Community Transport Service, we will work with existing clients to ensure a seamless transition, including tailored approaches for passengers where extra support may be required to ensure future transport options align with their needs.
