Following extensive community consultation, Brimbank City Council’s Annual Action Plan and Budget for 2026/2027 was adopted at the June 2026 Council Meeting, ensuring local priorities drive investment and decision-making.
This key strategic document provides a roadmap for investment, service delivery and sustainable growth across the municipality.
Council has developed a financially sustainable budget for 2026/2027, with a focus on ‘best for community’ outcomes while facing the challenges of rate capping, a growing asset base, volatility in the fuel market, increasing asset renewal obligations and the impact of climate emergency.
These financial limitations place enormous pressure on our operations, and as a Council we will continue to advocate to State and Federal governments to make sure Brimbank gets a fair go.
In the year ahead, Council will invest $298.72 million into operations to deliver 80 diverse services ranging from arts and culture, and maternal and child health, to statutory planning and urban design.
This includes spending $26.8 million for Waste Services, $22.5 million on Parks and Trees, $16.6 million towards our Leisure Services and $15.8 million for Libraries, Arts and Culture and our Neighborhood Houses and Community Centres.
An investment of $72.48 million will be made into the capital works program in 2026/2027 including $23.97 million on roads, bridges and drainage upgrades, $19.52 million on building improvements to community sports and early learning facilities, and $5.7 million on parks, open spaces and streetscapes.
The Annual Action Plan and Budget sets out how Council will deliver Year 2 of the ‘We Are Brimbank’ Council Plan 2025-2029 against the 67 actions aligned to the strategic pillars of ‘People’, ‘Places’, ‘Prosperity’, ‘Leadership and Governance’.
It articulates Council’s ongoing commitment to delivering outcomes that support our vision of a ‘proud and vibrant Brimbank that is beautiful, thriving, healthy and connected’.
Community engagement has played a significant role in shaping this key plan. More than 550 community members shared their ideas and aspirations for Brimbank through community panel workshops, advisory groups, pop up sessions and online consultation activities between March and May 2026.
Key themes identified in consultation included safer roads and footpaths, upgraded parks and sporting facilities, cleaner streets, increased tree planting and shade, improved accessibility, and stronger responses to illegal dumping and anti-social behaviour.
Community members also expressed strong interest in revitalising activity centres, supporting local businesses, creating more opportunities for young people, and strengthening neighbourhood pride through arts, culture, and community events.
The feedback also highlighted strong support for Council initiatives already underway, including transport advocacy, social inclusion programs, illegal dumping reduction initiatives, urban greening projects and investment in community infrastructure.
Brimbank Mayor Cr Virginia Tachos said this budget embodies Council’s commitment to delivering the We Are Brimbank Council Plan, responding to the heartfelt aspirations of our community, to foster a city that is inclusive, connected and brimming with opportunity.
“In the upcoming year Council will invest over $298 million in vital services, programs and infrastructure to uplift our growing community.
“Our key priorities focus on community wellbeing, empowering young people and families, enhancing mental health and social connections, and providing ongoing assistance to vulnerable residents through partnerships that combat homelessness, food insecurity and family violence.
“On behalf of Council thank you to everyone who helped shape a responsible plan for our city through your strong engagement, thoughtful feedback, and constructive input.”
