Brimbank Council has formally adopted its 2024-2025 Annual Report, providing an overview of Council’s performance between 1 July 2024 to 30 June, highlighting efforts to make Brimbank a ‘beautiful, thriving, healthy and connected community’.
Following the Victorian Council elections in October 2024, new Brimbank Councillors were welcomed into office, and completed an induction program ensuring they were well equipped to make fair and effective decisions for the city.
Throughout the year, Council has focused on strengthening local services, enhancing liveability and supporting our residents through inclusive policies and long-term planning. Our efforts have been guided by four key pillars in the Council Plan – Governance and Leadership, People and Community, Places and Spaces, and Opportunity and Prosperity – which have shaped our strategic priorities and achievements.
People and Community
Brimbank is a vibrant and diverse community, and Council worked hard to foster connection, inclusion and wellbeing.
Our neighbourhood houses, community centres and libraries play a key role in fostering intergenerational relationships, social connection and wellbeing. In 2024-2025 they collaborated with local organisations to deliver women’s wellness programs and the Men’s Health Project, delivered art programs targeting people across all life-stages, and supported community to improve digital literacy skills.
Places and spaces
During 2024-2025, Council invested more than $58 million in capital works. This included several infrastructure and public space upgrades, including the upgrade of Kevin Flint Reserve in Cairnlea, Larisa Reserve Neighbourhood Park in St Albans and completing the new Lionheart Reserve tennis pavilion at Taylors Lakes.
Improving our local environment was a major focus with 5000 native plants introduced to Bon Thomas Grasslands in Deer Park along with a renewed commitment to tackling illegally dumped rubbish across Brimbank.
Council’s vision for Sunshine Energy Park was recognised at the Australian Institute of Landscape Architects (Victoria) Awards. The plan aims to transform the 74-hectare site between Ballarat Road and the M80 Ring Road into a vibrant community, events, recreation and sustainability precinct.
Opportunity and prosperity
Council continued to work for the economic wellbeing of the community.
Key advocacy achievements included Council’s ‘Rail Before Runway’ campaign calling on the Victorian and Commonwealth Governments to build Melbourne Airport Rail before Melbourne Airport’s third runway.
Council welcomed funding commitments from both the Victorian and Commonwealth governments for the Melbourne Airport Rail (MAR) project, and from the Victorian Government to commence works to upgrade Sunshine Station into a superhub.
Council’s advocacy also helped secured a range of road and transport funding commitments from the Victorian and Commonwealth governments including:
- $300 million to construct a diamond interchange at Calder Park Drive and Calder Freeway.
- $12 million for a new bus route between Cairnlea and Deer Park
- $8.9 million to upgrade shared user paths in Taylors Lakes, Sydenham and Hillside
Governance and Leadership
One of Council’s proudest achievements this year was the work of the Brimbank Community Voice Panel, which gave residents, local organisations and underrepresented groups a real say in shaping the new Council Plan 2025–2029. The panel also provided ideas and feedback to help Council design and deliver services that meet community needs.
Providing great services for the community
As provider of nearly 80 community services, in 2024-25, Council also:
- Maintained the equivalent of 644 Melbourne Cricket Grounds worth of parks and gardens
- Loaned over 1.4 million library collection items
- Checked the health of over 5,400 babies
- Emptied over 143,000 rubbish and recycling bins, and nearly 45,000 green bins
- Planted around 8,670 trees across Brimbank
