Brimbank City Council has adopted a five-year strategic framework to guide the growth of Sunshine into a safe, vibrant and thriving community hub and the capital of Melbourne’s West.
The Sunshine Rising Place Management Framework 2026-2031 is focused on elevating Sunshine CBD as a vibrant, safe and cultural rich centre powered by a strong business community, connected public spaces and a robust transport network.
The Framework builds on Council’s established place management program for Sunshine which was first established in 2009 and sets out the foundations for the future growth of the area.
It outlines how Council will continue to support local businesses and communities, strengthen and expand partnerships, improve local safety and amenity and ensure major investment delivers lasting benefits for the Sunshine CBD.
The Framework sets out the key building blocks including furthering the vision and identity of Sunshine as the capital of Melbourne’s West and the importance of future connectivity including the Sunshine Superhub, as part of Melbourne Airport Rail.
Other priorities within the Framework are aimed at improving safety and wellbeing in Sunshine, maintaining a welcoming and attractive town centre and enhancing Sunshine’s unique identity and character.
There is also a focus driving change through attracting investment into Sunshine, strengthening existing and creating new partnerships and planning to ensure the CBD continues to grow and develop.
Brimbank Deputy Mayor Cr Maria Kerr said the Framework was focused on building on Sunshine as one of metropolitan Melbourne’s most strategically important centres.
“This strategic roadmap comes at a time of significant change for Sunshine, with city shaping projects such as the Sunshine and Albion train station redevelopments which will transform the community.
“As Sunshine enters an exciting new phase, Council is committed to making sure we support the community through these changes.
“Having a place-based Framework with a focus on what matters to Sunshine is essential in providing the right support for businesses, strengthening community life and maintaining amenity.
“This framework is about making sure Sunshine continues to reflect the needs and aspirations of the people who use it every day.”
