New Victorian Government Emergency Services and Volunteers Fund (ESVF)

Brimbank Council has raised concerns about a new Levy on ratepayers – the Victorian Government Emergency Services and Volunteers Fund (ESVF), which it says will cost struggling Brimbank ratepayers $12.3 million.

Council has been ordered to collect this levy on behalf of the Victorian Government but it has no control over the amount charged nor does the new rate add to Council income.

The ESVF replaces the Fire Services Property Levy, and will support services that respond to fires, floods, storms and other emergencies.

Brimbank Mayor Cr Thuy Dang, however,  said the ESVF places a significant financial strain on our ratepayers already struggling to meet their obligations and has pressed for the creation of a fairer funding model.

“The ESVF introduces a higher levy amount than the former Fire Services Property Levy and we estimate this new charge will cost Brimbank ratepayers approximately $12.3 million. This added financial pressure comes at a time when our community is already grappling with rising living expenses,” Mayor Dang said.

“Our residents are not only being asked to shoulder this increased burden, but councils are also being tasked with the responsibility of collecting this levy for the Victorian Government.

“Council is collaborating with other councils and organisations to seek a fair resolution for both ratepayers and local governments. We’re also backing the Municipal Association of Victoria’s advocacy on this matter,” Mayor Dang said.

The ESVF can be paid in the same manner in which you pay your rates, including by instalments.

How is it calculated?

The ESVF charge is in two parts –

  • A fixed charge – based on the property’s classification (e.g. residential, commercial, industrial, and primary production).
  • A variable charge – based on the property’s classification and capital improved value (CIV), which includes land and buildings. The CIV is listed on the council rates notice.

Property owners who are already eligible for concessions on their rates will automatically receive the concessions.
